If you were able to create this formula somehow you would need to factor in length of the barrel and ignition type also. One of these effects how quick the pressure builds and the other how long it lasts.

Shooting 100 grains t7-2f from my 24" remington and 100 grains of 3f I really do not see much of a difference in velocities across the chrono - on the other hand shooting 90 grains of 2f in my hawkin and 90 grains 3f in the same gun - lots of difference in velocity, kick, and POI - I have reduced the 3f to 80 grains in the Hawkin (28" barrel).
