Are the rest of the provinces as short on CO's (Guardian de Chasse) as Quebec is? Prior to opening day you can spot the CO's flying around in their planes, but once the clock starts, they are so stretched, you are unlikely to see any. I know people who have hunted for 20 years and have never seen a CO.
