Lanse; Quebec is a province the same as the rest. They have pressed for language and retirement systems that are different other provinces but any province could do the same. Many other provinces are bilingual. If you travel in nord Ontario you will find that out. Quebec is not semi-autonomous. The federal government has full jurisdiction over federal matters in Quebec.
