No law against it in Penna. As many of the others have said, they probably are genetically inferior, and should be remaoved from the gene pool. If you ever get a chance to observe one with other deer, you will probably notice the other deer shunning it, even trying to run it off. They know it is inferior, and want rid of it. I've seen this happen. Ask your local game protector to explain this one to you------
