Their are no term limits for a state rep, once a person becomes a rep. they are offered a renewal annually. Secondly, yes youwould become a rep from your state of residence, all though that would not stop you from crossing the boarder to the neighboring state to assist with IBO functions.
Which state are you refereing to that does not have a representative? Perhaps you would like to become a state rep.
