You can foolthier eyes and you can fool theirears but you can't fool their nose! People need to realizehow hard it is to kill a bull on fair chase terms on public land. NoWestern state has a kill % over 25%. That means thatonly 25 hunters out of 100 will kill an elk. 20 of those that do kill are killing cows, spikes and raghorns. That means 5 hunters out of every 100 will kill a mature bull. This inlcudes locals! The average elk hunter kills and elk once every 7 years!! They are not easy to hunt.
