If you are hunting divers (blueblls, canvasbacks, ring bills) you usually use a long line with weights at either end, and attach the decoys to snaps on the long line. If you are hunting shallow water/puddle ducks (mallards, teal, wood ducks etc.) you should set the decoys up individually, place then in a "fishhook" pattern or a "J" pattern with the hook pointing into the wind, and the tail away from shore. You want to try to get the ducks to land in the hole or bowl of the "J" where you can get your closest shot. If you have more questions e-mail me. I'll help all I can.
