I have not seen that piece of proposed legislation. If you could post a refererence number, or a link, I would appreciate it.

The 80/20 split you suggest represents a vast increase in tags to non-residents and is very liberal. For Moose etc, many units are completely closed to non-residents. Ranching for Wildlife hunts are closed as well. Additionally, my understanding is that CO is the only state when a NR can buy a bull tag over the counter.

Each year, there must be 50 pages of leftover licenses which are available to anyone. I am interested in seeing that bill, but bet most units would not get anywhere near 20% non resident tags issues.
