I get out before first light and set up in a scouted place quietly. I don't use a locator call when I have roosted them the night before. I wait for the owls or hens to do the locating, and always after he has flown down, usually right after dawn. Once a tom gobbles, I call back "medium' loud to get his attention. If no answer, I may call a little louder. All depends on wind noise and direction. If I get an answer back, I'll call only once more, all dependent on distance tom is away. If he gobbles back, and he is close, say within 60 yards, he knows where I am, and I quietly wait for him. If no appearance in 10 min. I'll softly purr and watch for him circling around and coming in sneaky. If you get multiple gobbles, he more than likely will be coming straight in from his sounds, hot and heavy. Get gun up and ready in that general direction. Make no more calls, sit dead still, just wait. I always use a hen decoy to catch and misdirect his attention. Good luck, Tony!
