So there will be a larger number of bigger deer roaming rather than smaller ones, the only big ones roaming around now are the ones who didn't get killed when they were smaller... When it catches on in these counties, the smaller deer will survive, giving them time to grow bigger in size meaning that there will be a larger number of bigger deer...

Though it does not 'make' them bigger, the law lets them 'Get bigger' by living longer...

That makes sense...
