That appears to be a deer that suffered from blue-tongue disease pr epizootic hemmoragic disease (EHD). I saw one in the wild 2 years ago. Wierd watching that thing try to walk around.
I was going to say the same thing .I'm pretty sure its hemmoragic disease as well. Its common to find deformed or abnormal hooves as well as cists, boils and undersizedbodies for the age with this disease..Notify your DNR if possible I'm sure they'd be concerned and would wish to document theit in case of future outbreak.
