According to the pamphlet by Hodgdon Power, they do not I believe, endorse the use of three pellets. Yet many of the manufacturers claim three pellets are a valid load. I personally will not tell you to load three pellets, that will be something you have to decide. I think your best accuracy might come around 2 pellets.
