Fletch , the point he was trying to make was that baiting or feeding was contributing to the ever growing population which the DNR has been trying to get under control. In years past , we would have big winter kills (deer kills from too much snow and lack of food) , especially in the northern regions during a harsh winter. Within the last 10 - 15 years or so baiting or feeding has become so popular that deer that would normally die from the harsh winter are surviving because of the feeding. Hunting groups along with alot of individual hunters that I personally know , would continue to feed after deer season throughout the winter to keep a large deer herd in their area. At least he was being honest about the reason baiting and feeding needed to stop , he feels the DNR would have a better chance of controling the deer herd numbers if we let nature take it's course during harsh winters.
