I would actually think that the 300 RUM would kick harder because of the smaller case neck.
The 338 ultramag provides more recoil than the 300ultramag because you are using heavier bullets.Necking down a case to use lighter bullets results in less recoil.The 7mmultramagproduces noticeablyless recoil than the 300ultramag.
