A sharp utility knife will remove the fletching and most of the adhesive. Then use a Scothbrite pad and lacquer thinner to remove the remainder of adhesive and carbon residue. Also wipe the base of plastic fletching with the lacquer thinner to remove any of the release coat before attaching to your arrow.
