I have never shot the Phantom II, but my brother recently bought a Martin Orion with the cam and a half or hybrid cam or whatever its called. I shot it and was very impressed with it for the money he spent. Its was smooth, quiet, and fast. I mean its no Mathews by far but it still felt like a good bow.
