Sounds like smoke to me. Wally World gets there lower prices by volume buying. Its pure economics. If I buy one widget from Mr smith he might charge me $0.25, but if I buy 2000 he might charge me $0.20, how much do you think he will charge me if I buy 20,000 of them? Walmart is a VOLUME based retailer. Just remember your paying for service also. So dont expect to get the scope rings and scope mounted for free as you might in a small locally owned shop. But this debate of Wally vs Local is a whole other topic in itself. lol.
