In my state a half hour before and after sunrise and set means it's too dark to see the bow let alone the sights. The flashlight thing must mean a spotlight for jack lighting and wouldn't even cross my mind. We can't bait anything but fish and I wouldn't anyway but you can have at it if it's legal. Good hunting.
