I wouldn't be too sure about that. There are a number of things you should check. I would start with ensuring the bases and rings are tight, check the action screws, then try a different load. I can tell you personally, just a couple of weeks ago I was at the range and the 06 was printing 4"groups with a load that is consistantly inside 3/4-1 1/4". Checked the action screws and sure enough the front one was loose.You didn't say what flavor of firearm this is so it can be anyone's guess. The ww 165 gr pp out of my FN only produces 3" groups.
