If you flip your rear sight on a 96, there are sight graduations out to 2000 yards, but anyone who can shoot further than the 600 yard graduation on the top of the sight definately has my respect.
Back in the days those rifles were designed, it was doctrine to be able to fire at unit size targets (like a company) in an area. The 2000 yard sights were designed to hit an area, not a specific individual. Early Lee Enfields actually had volley sights graduated up to 3500 yards or so.
