Every season all he does is plow everything for 2 weeks in the fall,don't plant any crop in the spring, let it all grow up to overgrown crap, cut the overgrown crap 3 -4 times a year and plow it all up again the following fall

every year? If so, I'd abandon that piece of ground and call it worthless.
