Not sure what you can turn him in for but you could still try. He could just say that he was never shooting there, unless you got actual pictures of the discharge. He is obviously a liar and a crapbag if he lied to you he will for sure lie to DNR.
Smart to walk away from him, don't take a bow to a gun fight. Even if you had a gun it was good to walk away its just not worth it.
