I would say that statement is quite true. The number isn't exact of course, but I would say it's close to average when you consider how many hunters there are with varying levels of experience and skill. I know some hunters that likely pass right by nearly every deer they get close to, without ever knowing it. I have walked up on hunters that were being watched by deer, and never had a clue they were being watched by me or the deer. Stand hunters have an advantage in this regard, but I wouldn't doubt that the overall average is close to what you said.
