well i dont believe it for a few reasons with the exception of still hunting:

1. normally i see 8, 9 or 10 deer each night or morning bowhunting. this would be an accurate number of deer in that area for the population density. if it was even 1 deer for every deer i did not see, that would through the population out of line.

2. when i am hunting from a stand, i do not make any sound or movement that would alert a deer beyond 10-15 yards. combined with hunting the wind correctly, it is extremely difficult for a deer to be alerted to my presence. i'm not going to say it doesnt happen, but i believe it is very rare. seeing mature deer move directly downwind of me and having no clue i am there is all the evidence i need

3. there are a multitude of reasons you may or may not see many deer on any given day; luck, weather, poor location etc...
