I don't see what's wrong with it or about it. If someone refuses to let you come onto their land to retrieve your deer then they have effectively taken ownership of the deer. If the deer now belongs to them but they refuse to do anything with the deer then it iswasteof game. If they don't process it, they should get a ticket. If they do process it, they should provide a tag and tag it or get a ticket for not tagging the deer. Otherwise they should allow the deer to be retrieved.
I understand what you are saying, but just because the owner does not let you on their land does not mean they have assumed "ownership" of the deer.

Just like the car hit, are you saying that everybody who has had a deer die on their property that was not killed by them should either tag that deer or get a ticket?

You see it makes no difference what killed the deer (car, hunter, old age etc...) if that deer ends up on someones property they do not have to let anyone on it to retreive that deer, and they don't have to buy a tag either. It's private property and unless the owner killed that deer they have no responsibility to it.

I will say it again that law is specifically written to make huntersuse every legal resource they can to retreive their quarry and thus reducing "wasted meat"
