We get one tag for whitetail in Ontario, theres a draw to see if it will be antlered or anterless.
We never hear of people taking too many deer, with party hunting all the tags never get used. Up here the problem is a whole camp will only draw antlered tags and end up poaching does.

Do any states have laws about letting game meat go to waste???
Up here its illegal to breast a duck because the legs are going to waste.
