Whether you measure from the shelf or the grip, do it the same all the time. Don't be too concerned about what exactly the brace height should be. A lot of bows will shoot verywell outside the exact factory brace height. Just adjust your bow until the arrows are flying well and measure what that is. When your brace height is right, there should be no erratic flight from your arrows.
