You guys lost me, but I asked the PGC a couple of years ago and they told me that I could send for a regular unit tagfor the 1st round and send for a 2nd tag in a regular unit PLUS my extra 3 tags in Special Reg Area.
So the way I do it is:
1st Round 3A Potter County
2nd Round 2D Armstrong and 3 tags in 2B Special Reg Allegheny
