Every state has a different definition of what a muzzleloader is. In my state, a muzzleloader is any firearm that loads thru the barrel, whether pistol, rifle, or shotgun. By definition, a cap and ball revolver is NOT a muzzleloader, becaue\se it loads thru the front of the cylinder, rather than the barrel.
