I believe what you have said is true. Almost everyone (consumers) accepts the 70-30-350 as the IBO standard test procedure though, as you stated, I don't believe that is clearly written down in any official documentation. I still hear folks are getting away with doing sneaky things with that "standard". When something isn't clearly specified...to the letter...then it makes it easy.
