Don't just walk up to a girl and say "Hey, I uh...You're hair is nice..." Chances are she'll screw her face up, look at you like you're nuts, and walk away laughing.

Walk up, start a casual conversation, and if things seem to be going well just give her a compliment. It doesn't have to be about a physical feature either. If you notice she's wearing rings or some other form of jewelry, admire them and tell her you like what she has. Not only will this flatter her but it will also show her that you're paying attention to what she wears and how she presents herself.
