the one i dont like for the non-residents is that whole special permit, where they charge a double fee, and give better odds. that is a total ripoff, but the way it has set itself up, with the odds being so much higher with the special, they sell em every year.
total crap, but it is what their doing. thank god im a resident.
however, i do a lot of swap hunts, and this has become an issue for me on a few occasions now.

It is worse than you believe because they don't promise better odds than the standard pool.
All they have done is split the non-resident tags into 2 pools 50/50...
If more people apply to the expensive pool than the cheaper pool, the odds in the cheaper pool are better.
Btw, don't think that it doesn't happen... It does...
The 2 pool system is the PURE EXPLOITATION of the non-resident in action and a perfect example of Wyoming's (and other states) whoring of OUR wildlife resources.
