I wouldn't worry about the DNR officer. He can't do anything to you unless you break the law. Let him check your license, your game, your gear whatever he wants. After a while of finding nothing, he'd back off.

I'd take some pictures of his stand, camera and bait pile. Make copies and give a set to the officer. Explain that you want no trouble as I'm sure he doesn't either! He'll get the point.
