I wouldn't assume anything without talking to the DNR officer and asking him if the stand belongs to him. Also mention, but do not accuse him about the bait pile. If he says yes, I would tell him to talk directly to the land owner because as there may be some type of miscommunication about his permission to hunt the land. Or have the land owner call him to remove the stand.
