A paper tune is not a cure all but only a starting point.
Try numbering your arrows so you can tell if there is a flyer in the bunch.

Check center shot and nock height and go from there.

As lonewolf said, look at the entry angle of your arrow but if you shoot int a rag type target this will not help as an arrw will try to fllow the stuffing and won't stay straight.
