It will take a crap load of livestock to be killed before a season is opened, just ask people in Montana, Idaho, Wyoming.. Eventually they will have to open a short season on them in some areas but you are right, it will not be well received by the general public until they start showing up outside of schools "hunting" children or taking peoples dogs out of their backyards... It seems that this is the only reason that you can take Mountain lions in some areas without too much uproar (And I am sure there are some areas where there is a lot of complaints about this too).
