Under the old county system, there were still be huge differences in habitat and wildlife within the same county in some cases while the big, multi county WMU idea might be fine too in some areas.
The PGC doesn't recognize the differnece in habitat between 100 SM of contiguos forest in 2 G versus 100 SM of fragmneted forested habitat in 5 C. That is why 5 C has a goal of 6 DPSM and 2 G has a goal of 15 DPSM, even though the 2004 harvest in 5C exceeded the harvest in 2 G.
