Sounds like the area is getting plenty of people pressure. If turks are hounded day after day, you are right in thinking that they will move on.
I've spent time on areas you describe years gone by. Nothing worse than having your sight set on a good bird just to pull into what looks like the Walmart parking lot at high noon.
I've been way more successful by hunting smaller, less accessible areas that hold birds. Even if there are less turks there in numbers. I've had some "hunters" cut into a calling session with a hot Tom and spoil the day... especially on public land.
Look around until you find something that others won't expend the energy to get to. You'll be happier in the long run, not to mention much safer to boot.
