RE: what to use

The best place to start is with a soil sample. Soil conditions will pretty much dictate what will and what will not grow. Also what type of soil do you have, ie:sandy, clay, ect?

RE: what to use

There are lots of things that you could grow in VA. clover, brassicas, oats, alfalfa, etc. most anything that you have heard or read about should grow in the Shenandoah Valley. A soil test is the place to start. Also, talk to your local extension agent. They can tell you what crops grow best in your area.
