Slurry type seeder

Not sure exactly what you would call this type of seeder, but you add ground newspapers, fertilizer, seeds and water and it makes a thick slurry that you can spray on roadsides etc. to stabilize the ground till the seeds have a chance to take over. Anybody have a company name or what you call this type of seeder?

They are hydra-seeders ,that peper mache' is mulch, I started to buy one a few years ago but the cheapest one was about $7,500. and the County inspectors required that you still use straw mulch after thsi, so I saw no point in purchasing one..
