I think spring in WV. We get most of our rain in March through July and even into August. Check out the average rainfall amounts by month. September and October are the two worst months in WV. If you are in the eastern half of the state especially the mountains definately spring. I don' t know how late you can plant in the fall if you can do it in the middle to late October then you should get some substantial decent rain in November and after. Think about it though we don' t get rain here in Sept. Oct. unless we get hurricane rain. Think of all the dry fire season falls around here.
