I've been having a lot of rain to till in my pelletized lime. Ground is too muddy. Can I broadcast the lime while ground is wet to start activating lime and then till in when dry?

Absolutely. Pellets lime is actually ok for top dress too, unless you're putting on a fairly large amount. The only problem you could have is if you get an outright gully washer between the time you apply and when you till it in.
