Arrest is only effective on grasses. You didn't mention what kind of weeds, so it may or may not help, though I believe it will kill your oats. If you have a broadleaf problem, there's not much you can spray that won't kill one or moreof your desired plants. Personally, if the weeds aren't overtaking everything, I wouldn't worry too much.

You can't spray anything on them that I'm aware of. Most selective herbicides are only selective enough to kill broadleafs or grasses and leave the other alone.
Other than just spot spraying individual weeds, there's probably not a whole lot you can do. Depending on what kind of weeds you are dealing with, frost may take care of some or most of them.

A few weeds don't hurt anything - especially with turnips -
If you have so many weeds that the turnips and other seedcannot grow effectively - chalk one up to "lesson learned" and spray prior to planting in the future.
