food plots

I went up and checked on my food plots (clover)this weekend. The grass is almost out of control. We mowed it down to 6-8 inches to keep the sun on the clover.
My question is what are you guys doing to keep good growth? This is the 3rd year it's been in and we over seed every April, Fertileize twice a year and pray for rain. We used to spray for the weeds to keep them down but now we are just mowing.

I see pics. of other food plots with knee deep clover and we can't get ours over 6 to 8 inches.
Any ideas,

O' by the way the soil test great

I am in no way a farmer but while asking the people at Whitetail Inst. They have told us to use that much fertilizer. We have follow there instructions to the tee.
