Just take a half dozen apples to stand with you each time you go out. Eat about half of each as you sit and pass time, and toss them around in strategic locations. Not baiting or feeding in my book, but having a snack with a side benefit.

I wonder if close contact and CWD are the real reasons. Why wouldn't they say that grain can only be broadcast by normal agricultural methods similar to the laws for Doves.Or specifically,you have to use a broadcast spreader to distribute feed. Seems that would solve the problem of close contact and frankly it's a more effective way to feed deer.
