I once lived in a very poor, low income, rural area. I know a few deer were taken out of season by some of the residents who were on hard times, and had a family to feed. I'm not going to comment on if I think it's right or wrong.

I'm quite sure that if a family is in that much of a need for food that someone in their community would be more than happy to supply them with some legally harvested venison.

I was raised dirt poor and got damn tired of eating Oatmeal and other wellfare food. I never resorted to stealing or other illegal means.

In some cases it is more understandable but never OK
