You obviously have no idea why a lot of states have that "no dead head collecting" unless you go through the hoops in the law! FYI they are there to lessen people killing animals illegally and then trying to pass them off as killed by vehicles, died of old age, etc. It's a good law and they didn't steal anything from him because he violated the law and had no business with it. You also have no idea how difficult the job of most LE Officers is nowadays, especially because of people with your incorrect outlook on things!

My reading of the PA regs state specifically of road kill. If you want to keep a deer that you hit, you can apply for a special permit and pay $10.00 per point and it's yours. This of course after your car is wrecked. In this case, the deer was found in the woods.

I've been thinking about this from the story:

Thinking it was legal to do so, the hunter put the unused antlered deer tag from his hunting license on the buck and claimed it for himself.

"You can't do that," Veylupek said. "Your buck tag is for a deer that you legally harvested. It's not like a coupon you can put on any deer that you find."
This got me thinking about rockport's deer. The one that was almost impaled through the forehead fighting. This is all hypothetical of course, but what if rockport found him shortly after the fight taking his last breath? I would bet PA wouldn't count his as being a buck rockport legally harvested? After all, his tag is "not like a coupon you can put on any deer you find."

Would you let the deer lay there and waste?

Lancaster county is almost all private land and it does have a lot of big bucks. I hunt northern Lancaster county a lot which is public land and mountains. When I see a buck it's usually a spike or forkhorn and not legal. I don't see good bucks in the mountains here.
