I would have shot that deer. However, if I had killed a deer as big as that 13 pointer in my lifetime then I would have let him walk.

Just based on that one pic it's hard to say but I feel fairly confident in saying he appears to be a mature animal. I wouldn't shoot it myself (with a firearm anyway, archery would just depend on my mood that day) BUT I WOULD tell my sons and guests to bust him if they see him and want him!

As for the 14ptr or better, your bud must have his reasons but I hope he's happy likely sitting for years and years maybe only occasionally popping a doe just to "draw blood". I've chased these critters SERIOUSLY for 3 decades in TN, MS, MO, KS & TX and luckily I shot the ONLY 14ptr I've seen during that time period. It's a 154inch mainframe 12 with matching stickers off his G2s that I took in southern MO in 2001 opening morning of gun season. 14s whether typical OR non-typ are just RARE RARE RARE in the true wild herd. BUT, I hope your bud has luck in his goals!
