I don't hunt birds anymore but did well with my 12ga. My suggestion would be a Rem 870 combo. Comes with a 28" barrel as well as a slug barrel. Can get one for around $400 new. I bought mine years ago and its still going strong.

Take a Hunter Safety course and get your certificate.
Buy a hunting license.
Buy a .22lr and go to the rifle range.
Buy a 12 gauge shotgun and go shoot some clays.
Once you feel you are a reasonable good shot - head out to the field.
Most start out shooting squirrels, rabbits and game birds.
Watch out you don't get bit by the bug......................................
