Doubtful due to his small rack, but maybe someone took a shot on him with an arrow and he survived it and it got infected?

My guess would be he went to a really bad barbers shop with an inexperienced barber and they ended up shaving off way too much in that spot and the deer has yet to notice.

I wonder if they would give him his money back?

If that happened-wounded-during season, his antlers would be the first to go. Might be a gouge from a branch. Who knows.
